UTILITIES PROTECTION COMMISSION

Many commercial sign vendors are offering three to five day installation from day of order. We can't work that fast if follow the laws and regulations in place to protect our workers, the underground utilities and people/businesses that depend on their utilities. We call in all locations for Utilities Protection Commission utilities locate orders. We strive to protect our crews, our business, your business and your clients. One mistake with a set of hole diggers can cause more than inconvenience for your client, surrounding businesses and neighbors. When utilities are damaged its not just the installer that is fined but now the person or company that hired them and in some cases the property owner as well. This is a law in Georgia and if your current sign company does not comply with Utilities Protection Commission, ("it’s always best to notify Georgia 811 about any digging project you may have – even if your project is small." "Landscaping...,Digging holes for fence posts or mailbox..., Driving landscaping stakes in ground") Georgia E.P.A. ("Anyone involved in ..., or any land-disturbing activity in Georgia must meet education requirements and be certified by the Georgia Soil and Water Conservation Commission... ") and other regulations all involved parties are left exposed to liability issues. Locate orders used to be only required if using power equipment  but over the years have been changed. Now any excavation, even planting a rose bush in your back yard for your wife Georgia 811 recommends a locate request.  See supporting documents from Georgia UPC condensed down to covering what relates to sign installation. EVEN WITH LOCATES WE STILL HAVE INCIDENTS

On above site we had three single post signs to install on one property with frontage on two streets with one being the main road through the historic part of Gainesville named Green Street. We got all locates, installed all signs and looking at above sign will see how close we were dancing with gas lines, and after last sign was up the property owner asked a favor. He wanted us to remove a mailbox as his number of tenants had dropped by one. We grabbed the post, wiggled it real good, pulled it out of ground to hear the hissing and smell of natural gas. How we busted a gas line pulling a mailbox out of the ground is still unknown but since we were not digging, had the site located and was discovered line ruptured was an old service line that was no longer supposed to be active we escaped any issues but it shut down the main route through the old part of town for over two hours and caused a half dozen businesses to be evacuated till the gas company figured out how to turn off a gas line that didn't exist on any current maps.

MOST LOCATIONS HAVE MORE UNDERGROUND UTILITIES THAN OPEN WORK SPACE

A FULL 1/3 OF ALL SIGNS ARE IMPOSSIBLE TO INSTALL WITHOUT ENCROACHING ON R.O.W.
